Turku
Scotlands former transport minister. Alex Neil, recommended double deck trains for the Edinburgh and Glasgow line. It certainly is an excellent idea, if all the new wires were raised and bridges rebuilt. This is how they do it in Finland. The coaches dwarf the loco and it is by UK standards not small.
