Unfortunately I was not able to leave the 'Bournemouth Belle' charter train to investigate this scene at Norden further; but my best guess is that these narrow gauge hopper and/or tippler wagons are a static exhibit on a short length of track to remind visitors of the quarrying heritage of the area. Notice the bizarre bazaar in the foreground.
