Railtrack withdraw from four projects

Railtrack announced that due to shortage of signalling resources (which
must be put onto higher priority tasks - notably TPWS and the WCML upgrade) they are unable to maintain any involvement in four projects;
- Hamilton to Larkhall
- Stirling to Alloa
- Relocating Gourock station
- Aberdeen Crossrail
