As the barriers lock out commuters from Victoria underground station for the third time in a Monday evening rush hour, Robert Wanyama, a customer service assistant, reaches for the microphone in the control room. He announces to would-be passengers that they are being held to avoid overcrowding and will be allowed through as soon as possible; keeping them informed is the basic principle, he says. He does not though relay that colleagues have spotted a man slumped, smoking crack on the northbound Victoria line train now approaching Green Park station in Mayfair and that staff and transport police are stepping in.
