PASSENGERS should not expect Scotlands beleaguered rail service to hit key punctuality targets for more than two years, an official report has said. Network Rail bosses admitted trains will continue to fall short of punctuality and reliability markers until at least 2021-22. It comes as the Office of Rail and Road (ORR) gave the green light to a £4 billion package aimed at improving Scotlands railways. Scottish Labours transport spokesman Colin Smyth said the ORR was confirming what Scotlands rail passengers already know this is a failing franchise with no prospect of hitting its performance targets any time soon.
