This junction was north of Plymouth Millbay, the western terminus of the South Devon Railway which reached Millbay in 1849. The junction was formed in 1859 when the Cornwall Railway opened, extending the line west to Truro (Penwithers Junction), although a reversal was needed in Millbay station to continue the journey west.
A west to east curve was opened in 1876 allowing direct running west and Plymouth North Road opened in 1877 (now simply Plymouth). The west end of the curve was Devonport Junction and the station was at the east end.
Millbay closed to passengers in 1941. The Cornwall Loop Junction to Cornwall Junction curve closed in 1964. The Millbay line closed in 1971.
